□ 초록

 한국 사회에는 북한이 시종일관 호전적이라는 통념이 존재한다. 그러나 이러한 통념과 달리 1980넌대 후반 이후 김일성은 경제후퇴, 외교적 고립, 간부와 인민의 정치사상적 동요 등으로 남한에 비해 뚜렷해 진 군사적 열세를 인정하고, 선도적 군축, 미국・남한과의 화해 등을 추구해갔다. 군대의 역할을 약화시키는 선로후군 정치를 펼친 것이다.

 하지만 미국과 남한은 북한과의 화해보다는 대결을 지향했고, 결국 김정일은 1993년 3월 준전시상태 선포를 시작으로 선군후로, 선군정치를 전면화했다. 김정일의 선군정치는 1990년대 중반 체제위기 완화에 기여했다. 전략무기 개발과 시위는 미국의 대북 강압을 약화시켰고, 군대의 노력 동원, 정치사상적 모범 전파는 경제난을 완화시키고 체제혼란을 진정시켰다. 한편 이 기간 북한은 미국, 남한을 향해 한반도 평화정착 방안 역시 계속 제안해왔다.

 따라서 선군정치는 호전성의 발로라기보다는 북미관계정상화, 경제정상화 등을 지향하는 위기극복의 정치라고 평가할 수 있다. 조선노동당이 선군정치와 경제건설의 상충을 인정하고 있으므로 북한체제가 안정기에 접어들면 선로후군 정치가 다시 시작될 것이다.

□ Abstract

 North Korea’s Crisis had begun in the late 1980s. Economic decline, diffusion of self-interest and defeatism among both of people and officers and US’ high-handed policy toward North Korea were main factors of the system crisis. At the early stage of crisis Kim Il-Sung tried to cope with it by politics change; internally he disarmament and externally tried to reconciliate with the US and South Korea.

 However US and South Korea were not willing to develop friendly relations with North Korea. Moreover economic and ideological condition were still growing from bad or worse. Consequently, Kim Jong-Il’s Sungun politics was executed in full-measure in March, 1993. Songun politics came into effect very quickly. The strategic arms development and test contributed to relieving the US’ pressure on North Korea.

 The Military’s taking initiatives in economic and ideological affairs contributed to production capacity recovery and the dominating group could hold strong ideological control on the dominated. It is expected that Korean Worker’s party will weaken or abolish Songun politics when North Korea can establish the peace regime in Korean peninsula.
