□ 초록

 통일과 인문학의 결합이 가져다 줄 수 있는 의의는 분명하다. 서로 다른체제와 제도의 통합을 지향하였던 기존의 통일담론에 추가된 인문학의 성찰과 가치설정은 새로운 통일담론의 가능성을 제시해줄 수 있기 때문이다. 그래서 본 논문은 대표적인 통일방안이었던 ‘연방제 통일방안’의 인문적성찰에 주목한다. 구체적으로 본 논문은 연방제 통일론에 대한 비판적 성찰을 통해 연방제 통일론의 공백을 지적하면서 그것의 갖는 의의를 보완할수 있는, 다시 말해 통일과 관련된 기본적인 가치와 원리의 측면에 주목하면서 통일론의 핵심가치와 방향성을 제시하는 것이다. 특히 한반도 통일의‘과정적 이행의 필요성’과 ‘통일을 지향하는 남북의 특수관계’로부터 요구되는 연방제 통일방안은 몇 가지 의의에도 불구하고 한계 역시 가지고 있다.

 그런데 이제껏 논의되어왔던 연방제 통일방안에 대한 비판은 대부분 현실정치학적 입장으로서만 구성되어왔다. 따라서 본 논문은 이러한 비판에 주목하기 보다는 인문학적 관점으로 시작된 비판적 성찰을 통해 연방제 통일방안의 한계를 지적한다. 이를테면 체제와 제도의 측면에만 주목함으로써 ‘사람의 통일’이라는 관점을 내포하지 못한다는 점, 또한 한반도 통일에 담겨진여러 의의와 가치론을 확장시키지 못하고 단순히 근대적 국민국가의 형성이라는 측면에만 국한되어 있다는 점이다. 

 이런 점에서 결론적으로 본 논문은통일론의 방향성을 원론적 차원에서 제시하고자한다. 요컨대, 열린 지향성과유동성이라는 기본적 특성, 상호성이라는 근본 원칙, 제도적 측면을 넘어선‘사람의 통일’이라는 관점, 권력의 분배가 아닌 미래의 고향을 구성하기위한 통일방안의 패러다임 전환 등을 주장한다.

□ Abstract

 The significance of combining reunification and the humanities is clear. Applying reflections and the value system to the existing reunification discourse, which pursued the integration of different regimes and systems, can present a possibility of new reunification discourse. Therefore, the present study focuses on the humanistic reflection on the “federation approach to reunification”, which has been a representative approach to reunification of the Korean Peninsula. Specifically, this study aims to propose the fundamental values and direction of unification discourse by pointing out the blind spots in the policy and increase its significance through critical reflection on the policy, i.e., with a special focus on fundamental values and ideals related to reunification. 

 In addition, despite several significant implications it has, the federation approach to reunification, required based on “the need for implementation as a process” of reunification of the Korean Peninsula and “unique relationship of the South and the North pursuing reunification”, also has limitations. However, the criticisms on the federation approach to reunification to date have been mostly shaped only by the perspective of realistic politics. 

 Thus, this study suggests the limitations of the federation approach to reunification through critical reflection initiated by humanistic perspective rather than focusing on these criticisms. For instance, the federation approach does not include the perspective of “reunification of people” as it focuses only on the regimes and systems, and is simply limited to the aspect of formation of a modern nation state without expanding a variety of implications and value perspectives included in the issue of the reunification of the Korean Peninsula. In conclusion, in this respect, this study attempts to find a way to reconstruct the federation approach to reunification. 

 For example, this study suggest in principle direction of unification discourse with the basic characteristics of the orientation toward openness and mobility, the fundamental principle of reciprocity, the perspective of “reunification of people” transcending the institutional aspect, and paradigm shift in the reunification approach to construct a future home rather than as distribution of power.
