□ 초록

 본 논문은 구술조사를 통해 드러난 한국인의 통일과 재외동포에 대한 의식구조의 변화를 분석해보고, 긍정적인 전환을 이끌어내기 위한 대안을 모색해보고자 한다. 통일문제 및 재외동포에 대해 한국인들이 지난 20~30년에 걸쳐 보여준 태도는 민족주의로부터 경제주의로의 변화에 의해 특징지어 진다. 본 논문은 이를 1990년대 후반에 한국에서 본격화된 신자유주의적 사회재편을 빼놓고는 설명하기 힘들다고 생각한다.

 푸코에 따르면 신자유주의적 통치성은 고전적 자유주의처럼 국가에 의한 자유방임을 주장하는 것이 아니라, 오히려 비경제적 영역을 아우르는 사회 모든 분야에 시장적 무한 경쟁 모델을 도입하기 위한 국가의 적극적 개입이다. 신자유주의는 사람들을 무한경쟁 속으로 몰아넣음으로써 연대를 파괴하고 그들이 자신의 권리를 위해 벌이는 다양한 집단적 실천 및 투쟁을 곤란하게 만듦으로써 자본의 이윤을 극대화한다.

 이러한 상황 속에서 신자유주의적 주체는 자신이 경쟁에서 밀려나게 될까봐 항상 불안해하며 공포에 떨게 되고, 이미 몰락한 비참한 자들은 연대투쟁을 통해 공적인 방식으로 자신의 문제를 해결할 길이 묘연해짐에 따라 자기 파괴적 실천을 벌이게 된다.

 특히 신자유주의적 주체들은 자신이 경쟁에 밀려 비참한 처지로 굴러 떨어진 것은 아니라는 것에 대한 거짓증거를 재외동포를 포함한 이주자들에 대한 공격에서 구하며, 과도한 경계나 노골적인 차별의 태도를 보이는 경향이 증가하고 있다. 이러한 의식구조를 전환하기 위해, 본 논문은 에티엔 발리바르의 시테에 대한 권리론에 주목하고, 통일 또한 이러한 권리의 확장이라는 차원에서 사고하자고 제안한다.

□ Abstract

 The purpose of this paper analyzes a change of Koreans’ attitude toward the re-unification of Korea and Korean diaspora and attempts to find a way to transform it. The attitude that Koreans show toward the reunification of Korea and oversea Koreans has changed for the last twenty to thirty years from a nationalistic one to an economist one. This paper argues that such a change cannot be explained unless we take into account the neoliberal social restructuring that begun in earnest in the last 1990s.

 According to Michel Foucault, neoliberal governmentality does not pursue laissez-faire or non-interference but conversely makes strong interventions by trying to introduce a model of infinite market competition into all the areas of scoeity including non-economic ones. By cornering people into infinite competition, neoliberalism destroys their solidarity, makes it difficult for them to engage in collective practices and struggles to gain their rights, and thus maximizes the profits of capitals.

 In such a situation, neoliberal subjects are put into a constant fear and anxiety of being pushed out from the competitions, while those who have already failed and thus become miserable engage in self-destructive practices as they do not find a solution in publically organized collective struggles.

 In particular, neoliberal subjects seek fictive evidences of their existence in attacks against immigrants including oversea Koreans. They show sings of excessive xenophobia and discriminatory behavior. In order to change their attitude, this paper pay attention to Etienne Balibar’s concept of droit de cite and proposes to think about the reunification of Korea in terms of an expansion of such right.
