□ 초록

이 글의 목적은 한반도 문제가 동아시아에서 중심적인 안보현안이 되고 있는 오늘의 현실에서 남북연합을 통한 통일과 동아시아 지역연대의 긴밀한 연관을 시민참여형 동아시아론을 통해 밝혀보려는 데 있다.

우선, 지역연대의 주체로서 시민의 역할을 강조하는 시민참여형 동아시아론은 동아시아 공동체론에 대한 회의론에 적극적으로 응답하고 있다. 그에 따르면 동아시아 대국인 중국의 존재, 동아시아 지역질서에 막강한 영향력을 발휘하고 있는 미국의 존재, 냉전기에 봉합된 식민과 전쟁의 역사적 상처, 국민국가 형성의 지체현상이라는 동아시아적 조건은 지역공동체의 성립을 어렵게 만드는 조건이라기보다 동아시아 지역질서의 성격을 규정하고 있는 조건이다.

둘째, 시민참여형 동아시아론은 한반도 통일과 동아시아 지역연대의 내재적 연관이 해명되지 않고 있기 때문에 한반도의 필요성만 앞세운 한반도 중심주의라는 비판에도 적극 응답하고 있다. 즉 시민참여형 동아시아론은 복합국가론, 이중적 주변, 핵심현장 등 다양한 개념을 제시하면서 한반도 통일과 동아시아 지역연대의 내재적 연관에 대해 이론적으로 해명하고 있다.

시민참여형 동아시아론은 완결된 담론이 아니라 현재진행형이며, 대안적 동아시아 상이 규범적 차원에 머물러 있다. 하지만 분단체제 극복과정에서 출현하는 새로운 정치공동체, 즉 복합국가와 동아시아 지역연대의 연관성은 이론적으로 보다 진전되어야 하지만, 오늘의 현실에서 여전히 실천적 의의를 지니고 있다.

□ Abstract

The purpose of this paper is, through the citizen-participating East-Asian discourse, to explain the close connection between reunification of the Korean Commonwealth and East-Asian regional solidarity, in today"s reality that the Korean peninsula problems have become the central security issues in East-Asia.

First, the citizen-participating East-Asian discourse, emphasizing the role of the citizen as a subject of regional solidarity, actively responds to the skepticism about discourses on the East-Asian community. According to it, East-Asian conditions such as the presence of China which is the superpower in the East-Asia, the presence of the United States which exerts a powerful influence in the regional order of East-Asia, the historical wounds of colonialism and war sealed in Cold War era, the delayed development of the nation-state formation, are the conditions which prescribe the character of the East-Asian regional order, rather than making it difficult to establish the regional community.

Secondly, the citizen-participating East-Asian discourse also actively responds to the criticism of Korean peninsula centrism highlighting only its own needs, because of not explaining the implicit connection between Korean reunification and East-Asian regional solidarity. In other words, It provides the theoretical explanation for the implicit connection while presenting the various concepts such as the theory of complex state, dual periphery, core field.

The citizen-participating East-Asian discourse is not complete but ongoing, its alternative image of East-Asia still stays in the normative dimension. But the connection between East-Asian regional solidarity and the new political community of compound state appeared in the overcoming process of the division system, is to be more advanced in theory, but it still has a practical significance in today"s reality.
