◆ 국문초록

이 연구는 2019년 하노이 회담 이후 북한에서 진행된 사상 교양 사업과 문화 통제 분석을 목적으로 한다. 2019년 하노이 회담의 실패는 김정은 체제가 맞이한 최대의 위기 상황이었다. 위기 상황을 돌파하기 위해 ‘정면돌파’를 선언하였다.

하지만 상황은 더욱 악화되었다. 국제사회의 대북제재 속에 코로나 팬데믹으로 인한 국경 봉쇄가 있었다. 2021년 김정은은 ‘고난의 행군’을 언급할 정도로 위기가 이어졌다. 2022년 제8차 당대회를 개최하여, “전사회적으로 반사회주의, 비사회주의와의 투쟁을 더욱 강도 높이 벌릴데 대하여”를 채택하였다. 그리고 교양과 문화통제로 대응하였다. 교양사업의 핵심은 ‘인민대중제일주의’ 교양, ‘우리 국가제일주의’ 교양, 김정은 수령 교양이었다. 문화통제는 문명국의 시민으로서의 도덕이 아니라 사회주의 수호를 위한 정치성을 갖추는 교양, 수령의 위대성 교양으로의 ‘도덕기강’과 ‘준법기풍과 법적 통제’로 강화되었다.

◆ Abstract

This study aims to analyze ideological culture projects and cultural controls conducted in North Korea after the Hanoi talks in 2019. The failure of the Hanoi talks in 2019 was the biggest crisis faced by the Kim Jong-un regime. It declared a 'face-to-face breakthrough' to break through the crisis.

But the situation got worse. There was a border blockade due to the COVID-19 pandemic amid international sanctions against North Korea. In 2021, the crisis continued to the extent that Kim Jong-un mentioned the "March of Suffering." The 8th Party Congress was held in 2022 to adopt "On further intensifying the fight against antisocialism and non-socialism throughout the society." And they responded with culture and culture control. The core of the liberal arts project was the culture of "People's Popular First", "Our National First", and the culture of Kim Jong-un. Cultural control has been strengthened not by morality as a citizen of a civilized country, but by "morality discipline" and "compliant discipline and legal control" as a culture with politics for the protection of socialism.
